Starr earned a master’s degree in Russian, East European, and Eurasian Studies (REEES) and a master’s degree in journalism in 2009 from the University of Illinois Urbana-Champaign. He is an independent journalist who has been reporting from Ukraine since the beginning of the Russian invasion. He
