Abstract: Recent years have seen renewed interest in physical systems with strong ferroelectric fluctuation. The long-known case of SrTiO3 has been investigated experimentally and theoretically for possible relation with superconductivity. Additionally, new examples have been identified in recent years among the van der Waals materials; ferroelectric fluctuation in some of them are expected to be tunable throughstrain. I will discuss a transport signature of such fluctuations, namely the electrically induced spin current, even in absence of any inversion symmetry breaking, if the electric field is inhomogeneous. Such spin current proportional to a second derivative of an electric field with distinct quadrupolar characteristics, and can be induced by both the longitudinal and the transverse electric field.
