The Globalization of Energy Resources: Tapping Caspian Oil and Gas; Oct 19, 2006

Jonathan Elkind Independent energy, environment and security consultant and former Director for Russian, Ukrainian, and Eurasian Affairs, National Security Council (1998-2001) Against the backdrop of global cooperation and competition for energy resources, the potential of tapping vast oil and natural gas reserves in the Caspian Sea basin sparked the interest of various international actors beginning in the early 1990s. Today, development of mechanisms (such as the transnational Baku-Tbilisi-Ceyhan pipeline) to bring these resources to the market continues. Jonathan Elkind will examine the opportunities and challenges associated with the Caspian reserves, analyzing the involvement of various stakeholders—from multinational oil corporations to the governments of former Soviet states and other countries in the region and the world—and the economic and foreign policy impacts of the globalization of energy resources. Jonathan Elkind's visit is cosponsored by the Program in Arms Control, Disarmament, and International Security (ACDIS) with additional support from the Center for Global Studies, Environmental Council, and the Russian, East European, and Eurasian Center.
